A homeowner on Parrott Street reported lighter than usual crowds overall, many arriving early than usual, having heard of the power outage on the street. The lights suddenly came on, as if by a wand waved in a flourish of Halloween magic, mid-way through the proceedings, allowing the festivities to continue past the threshold of sundown.
