The New York State Police have reported that they arrested a Philipstown man on charges of menacing and reckless endangerment on Oct. 16 after a response to a 911 emergency phone call at 9:49 p.m. about a domestic disturbance.
Thomas Scolpini, 39 years old, was charged a short time after the incident. Police said he had fled the scene but was located nearby. Police did not provide an address or the name of the alleged victim.
Scolpini was arraigned in a Philipstown court hearing on two Class A misdemeanors. He was subsequently released on his own recognizance.
