Anita Peltonen visited Parrott Street in Cold Spring to see how preparations were coming along at the traditional center of Philipstown trick or treating, although residents at the Chestnut Ridge retirement complex have invited preschoolers to make the rounds there on Oct. 31 starting at 4:30 p.m.
