Austin F. Knoeppel, 24, of Cold Spring, was charged with aggravated unlicensed operation of a motor vehicle after being stopped by a Putnam County Sheriff’s deputy on Route 9 for allegedly having a loud exhaust. He was issued summonses to appear in Philipstown Justice Court. Police said Knoeppel’s license had been suspended after he failed to answer a summons in Putnam Valley Town Court.

Lema

Manuel D. Lema, 55, of Ossining, was arrested on three felony counts of criminal mischief after being accused of slashing the tires of three trucks parked at a Philipstown business.

Lema and the owner of the business have had a dispute for nearly 10 years, according to the Putnam County Sheriff’s Department. The estimated amount of damage exceeded $1,200 to each truck. Lema was arraigned in Philipstown Justice Court and released until a later court appearance.
