Police make two arrests

A Putnam County Sheriff’s deputy arrested a Philipstown man for allegedly driving with a revoked driver’s license.

At about 10:05 p.m., a deputy observed a vehicle commit a traffic violation on East Mountain Road South. The driver, Miguel Sinchi, 46, of Philipstown, whose driver’s license had been revoked after a driving-while-intoxicated offense, was arrested and charged with aggravated unlicensed operation of a motor vehicle in the second degree, a misdemeanor. He was released on his own recognizance and scheduled to appear in the Town of Philipstown Justice Court.

New York State troopers arrested a Philipstown man after police say a domestic dispute led to violence.

Luis K. Urbina, 43, of Sprout Brook Road, was charged with endangering the welfare of a child and criminal obstruction of breath, both class A misdemeanors, after he allegedly on May 11 strangled the victim, who was lying in bed with two children.

Urbina was arraigned before the Town of Kent Court and released on his own recognizance. An order of protection was requested on the behalf of the victims and granted by the court. Urbina is scheduled to appear in the Town of Philipstown Court on June 12.
