Separates health, mental health and veterans services

The Dutchess County Legislature on Monday (Aug. 12) approved the division of the Department of Behavioral & Community Health into independent agencies that address public health, mental health and veterans’ needs.

The Department of Health will be led by Dr. Livia Santiago-Rosado, the Department of Mental Health by Jean-Marie Niebuhr and the Office of Veterans Affairs by Adam Roche.

Niebuhr has been the deputy health commissioner and director of community services since 2017. Roche, a former Marine, has served as director of veterans’ services since 2020. The Department of Health, which has a satellite office in Beacon, will continue under Santiago-Rosado.
