The Mayor and four Trustees form the main governing body that is the Village Board. These officials are elected to their part-time positions for a two-year term and are responsible for balancing the village budget, enacting local laws and adopting municipal policies. Additionally, the mayor and board appoint members to the Planning Board, Zoning Board of Appeals, Historic District Review Board, Recreation Board and special advisory boards. Elections are held in March for terms that have expired. The board meets on the second Tuesday of each month at 7:30 p.m. with workshop meetings on the first and fourth Tuesdays.

The Zoning Board of Appeals consists of five members appointed by the Mayor and Board of Trustees to interpret the Village of Cold Spring Zoning Code and to issue special permits and variances as per New York State Law and Village Code. Members must be Village residents and they serve a five-year term. The board meets every first and third Thursday at 7:30 p.m.

The Historic District Review Board consists of five members appointed by the Mayor and Board of Trustees to review all changes in the exterior architectural features of new construction, renovations and structural improvements within the limits of the Village’s Historic District. Members must be Village residents and they serve for a five-year term. It meets on the second Wednesday at 8 p.m., with workshops by appointment on the last Wednesday.

The Village Planning Board is comprised of five members appointed by the Mayor and Board of Trustees to review all site plans and subdivision proposals with regard to land use or change of land use. The board also provides opinions to the Zoning Board of Appeals and reviews zoning variances. Members of the Planning Board must be Village residents and they serve for a five-year term. The board meets on the second and fourth Wednesday at 7 p.m.

The Garrison School Board includes seven members who are elected by the residents of the Garrison School Community.  Each serves a term of three years. Meetings are generally held on the first and third Wednesdays of the month, beginning at 7:30 p.m., in the Garrison School library, 1100 Route 9D. Under the Open Meeting Law of the State of New York, public documents to be discussed by the board are available upon request. Discussions of personnel matters, contract negotiations, and litigation (proposed, pending, or actual) must be discussed confidentially in Executive Session. These are usually held after the regular meetings.

There are nine members on the Beacon Board of Education who are elected to serve three-year terms. Members of the Beacon Board of Education receive no pay. The Board of Education sets the policies by which the schools operate. It has the final control over all local school matters, subject to the limitations placed on it by the State Board of Regents, the Commissioner of Education’s Regulations and federal and state laws.
