Putnam County Sheriff Donald B. Smith reports the arrest of a Philipstown man and his fiane after a month-long investigation into heroin sales in Putnam County. In early July an undercover deputy developed information the pair was selling heroin at shopping center parking lots in the Mahopac section of the Town of Carmel. The deputy infiltrated their operation and purchased heroin from them on several occasions. On Aug. 10, at about 7 p.m., 22 year-old Paul Rivera, of Garrison, and his companion, 21 year-old Tiffany Marks of Yorktown, were arrested by members of the Sheriff’s Office after they allegedly sold 29 baggies of heroin to the undercover deputy.
       Rivera and Marks were each charged with five counts of criminal sale of a controlled substance in the third degree and five counts of criminal possession of a controlled substance in the third degree. Both charges are class B felony crimes. Marks was additionally charged with five misdemeanor counts of criminal facilitation in the fourth degree.
       The pair was arraigned before Carmel Town Justice Thomas Jacobellis and remanded to the Putnam County Correctional Facility in lieu of $50,000 cash bail each. As a result of the investigation, the couple’s 2000 Saturn was seized and is subject to asset forfeiture proceedings. If convicted of the most serious charge, the couple may be sentenced to a jail term of up to nine years.
