Taps former Garrison superintendent for 2024-25
The Haldane school board on Thursday (June 13) hired Garrison’s former superintendent as the district’s interim superintendent for the 2024-25 school year.

Carl Albano, who started as Garrison’s superintendent in 2020, will follow Philip Benante, who was recently hired as superintendent of the Arlington school district. Albano will be paid $1,200 per workday, said Peggy Clements, the school board president.
Albano, who will start with Haldane on July 1, retired in October and was appointed as the district’s interim superintendent while Garrison searched for his successor. Gregory Stowell, a former assistant superintendent in Eastchester, will take over next month as Garrison superintendent.
Clements said Haldane plans to have a superintendent in place for the 2025-26 school year.
Albano “has a proven track record of leadership at small school districts in the region, including experience managing a capital project,” the school board wrote in a news release. During his tenure in Garrison, Albano managed the district’s $10 million capital project, transforming instructional spaces, installing an all-electric HVAC system, making infrastructure repairs and enhancing safety measures.
In the fall, Haldane plans to seek voter approval for a $28.4 million capital project that would raise school property taxes by 8 percent. The project includes a 17,300-square-foot addition to the high school building as well as numerous infrastructure improvements. The project is the first phase of a $108 million master plan.
Clements said that the district also expects Albano to guide the implementation of a prekindergarten program. Albano oversaw the implementation of a pre-K program at Garrison that began two years ago.
“I look forward to working closely with Haldane’s highly competent faculty, staff, and administrative team to prepare for the upcoming school year, and meeting the students, parents and community members this fall,” said Albano.
Albano has over three decades of experience in education in the area. Before working in Garrison, he was superintendent of the Tuckahoe school district. His other positions include middle school principal, elementary assistant principal, high school assistant principal and fifth-grade teacher. He holds a bachelor’s degree in education from Saint John’s University and a master’s degree in education from Pace University.
