Setting forth the vision of Cold Spring’s residents and a framework for reaching it, the Comprehensive Plan will guide overall policy and help shape decisions on laws, including zoning, and the future of the village. Work began in mid-2006 with formation of an ad hoc exploratory committee and the Special Board began its efforts in January 2007, following appointment by the Village Board. After 3 years of investigation, reports, community forums, and similar activity, the Special Board intends to complete the Comprehensive Plan this year.
