The Village of Cold Spring cautioned Wednesday afternoon that the ban on daytime outdoor water usage remains in effect and that violators risk being ticketed. The restriction, imposed in July, forbids outdoor watering between 7 a.m. and 7 p.m.  
       “For anyone connected to the village water system, it applies,” including the many who live in Nelsonville, Cold Spring Village Clerk Mary Saari said Wednesday. She said the village office had received comments about residents washing cars, watering lawns, and otherwise using water outdoors during daytime. “It truthfully is not the time to be doing it. We’re paying for the water,” Saari said.
