On June 19, at approximately 11 a.m., Joseph E. The incident was captured on the store surveillance video. Palmer was processed at the Putnam County Sheriff’s Department Nelsonville Substation and subsequently arraigned before Village of Cold Spring Justice Thomas Costello. The defendant was committed to the Putnam County Correctional Facility in lieu of $2,500 cash bail or $5,000 bond pending a July 8 court appearance.

If found guilty of the felony charge, the defendant could face up to four years in a New York State Correctional Facility and a fine of up to $5,000.
